Bullying, please help

I have been keeping chickens for 3 years now , I have 6 in total which includes 2 Polands that i bought about 10 mths ago. They were given a hard time in the begining but all the girls settled down. about 4mts ago the smallest of the polands Whitney started getting her head pecked badley, she now has a very sore head which is half bald!! She is always with the other girls, but on the outside, when they roost at night she is always on her own whilst all the others are snuggled up together. I have watched them and can't see who is doing the bullying. they have no real leader since lulu died several months ago. I read not to take her out as this could make it worse for her i don't want to give her away, my pets are for life but i am concerned that she could get an infection or loose too much heat through her head. Any help would be appreciated.
